Gregory A. Gahm, Ph.D. Director
Telehealth & Technology (T2) Director, Greg Gahm, Ph.D. is a former U.S. Army clinical neuropsychologist and researcher with over 20 years of experience in military behavioral health (BH), research, and technology. Dr. Gahm completed his doctorate in clinical psychology at the State University of New York at Stony Brook and completed a post-doctoral fellowship in neuropsychology at Walter Reed Army Medical Center.
His leadership established the Psychology Department at Madigan Army Medical Center at the forefront of innovation for the DoD. Dr. Gahm has successfully managed many multi-year funded research and development projects, including ongoing clinical trials in Virtual Reality and Prolonged Exposure Therapy. He also directs the DoD Suicide Risk Management & Surveillance Office (SRMSO), which is responsible for worldwide deployment of the DoD Suicide Event Report, and established and previously directed the Army Behavioral Health Technology Office (ABHTO).
Mark A. Reger, Ph.D. Deputy Director; Chief, Research, Outcomes, Surveillance and Evaluation Division
T2 Deputy Director, Mark Reger, Ph.D. completed his doctorate in clinical psychology at the Rosemead School of Psychology. He went on to complete a 3-year National Institutes of Health (NIH) National Research Service Award (NRSA) postdoctoral fellowship at the University of Washington School of Medicine/VA Puget Sound Health Care System.
Dr. Reger has published papers across a broad range of fields, including post-traumatic stress disorder, suicide, telepsychology, neuroendocrinology, and research ethics. He is currently the Deputy Director of the National Center for Telehealth and Technology (T2); Chief of the Research, Outcomes, Surveillance, & Evaluation Division of T2; and Affiliate Assistant Professor of Psychiatry & Behavioral Sciences at the University of Washington School of Medicine.
Robert Ciulla, Ph.D. Acting Chief, Population & Prevention Programs
Dr. Robert Ciulla is a licensed clinical psychologist who completed his Ph.D. in clinical psychology at the University of Massachusetts. He is currently leading T2’s web-based development efforts with the objective to deliver behavior-change strategies to the military and provider community. Prior to joining T2, Dr. Ciulla served as the Chief of Madigan Army Medical Center’s Soldier Readiness Service and the Soldier Wellness Assessment Pilot Program. Dr. Ciulla’s experience is especially focused on developing psychological materials and surveillance tools across a broad spectrum of technology platforms.
Bob Kayl Acting Chief, Technology Systems Division
Bob Kayl brings a unique blend of technology management expertise. He holds Master Degrees in both software engineering and human relations. In addition, Mr. Kayl has numerous professional trainings, specialized licenses and graduate certificates. His extensive software and database development experience and IT/IS management experience enable a robust technology systems program. Mr. Kayl leads and manages all technical aspects of T2’s vision, mission, goals, objectives and operations. Prior to joining T2, Mr. Kayl was IT Director at Univera, Inc. and completed 20 years of active duty service in the Air Force specializing in information security, system and network administration.
Matt Mishkind, Ph.D. Acting Chief, Clinical Telehealth Division
Dr. Matthew Mishkind completed his Ph.D. in experimental psychology from the University of Vermont, with a focus on organizational development and behavior. He is currently leading efforts to expand T2's role as a telehealth resource center, evaluate the feasibility of face-to-face behavioral health evaluations for all Service Members, and deploy automated tools to each of the Services. Dr Mishkind was formerly the Medical Informatics Officer at the Deployment Health Clinical Center, Walter Reed Army Medical Center, where he supported the Post-Deployment Health Clinical Practice Guideline (PDH-CPG) revitalization efforts. Before joining T2, he held management consultant positions with the Hay Group and Corporate Executive Board.
Greg Reger, Ph.D. Acting Chief, Innovative Technology Applications Division
Dr. Greg Reger is a licensed clinical psychologist who completed his Ph.D. in clinical psychology at Fuller Theological Seminary. He is a former Army psychologist who served at Walter Reed Army Medical Center and deployed to Iraq with the 98th Combat Stress Control Detachment, 62nd Medical Brigade, Fort Lewis. He subsequently worked for the Center for Deployment Psychology, where he trained mental health providers in deployment behavioral health. Dr. Reger has extensive clinical and research experience with innovative technologies and has published widely on the use of virtual reality to assess and treat psychological health concerns.
Deborah R. Johnson, LCSW Executive Officer
MAJ Debbie Johnson is a licensed clinical social worker who holds a Masters of Social Work degree. She has served as a social work officer in the Army since 1995, including positions at Eisenhower Army Medical Center, Fort Myer, VA, Camp Casey, Korea, and Fort Bragg, NC, where she deployed to Iraq with the 528th Combat Stress Control Detachment. Before joining T2, she served as the Deputy Chief of the Soldier and Family Support Branch, Fort Sam Houston, TX, home to development of Army-wide Behavioral Health education and training.
Ann Horrell, MA, MHA Center Administrative Officer
LTC(Ret) Ann Horrell is the chief administrative officer and health system specialist for T2. She completed a Masters in psychology/guidance and counseling from Adams State College, and a Masters in Healthcare Administration from Baylor University. During her military career, she served as the executive officer for the Armed Forces Research Laboratory in Thailand and as an assistant chief of staff, Medical Command, Fort Sam Houston, TX. After retiring from the Army with 27 years of active service and 3 years in the Reserves, she became the health system specialist and department administrative officer for the Department of Family Medicine, Madigan Army Medical Center.
